Claim: If atrocities are the highest at Dalits, then it is Uttar Pradesh.

Fact: Partly true, Uttar Pradesh had the maximum cases of crime against Dalits in 2015, but it ranks 13th when it comes to the rate of crimes (crimes per 100,000 people) committed against Dalits.

Explanation: When Narendra Modi made this speech, the data available was National Crime Records Bureau’s (NCRB) Crime In India 2015 report.

Considering absolute figures, Uttar Pradesh reported the maximum number of (8,358) crimes against Scheduled Castes (SCs), in 2015.

NCRB also records the data for the number of crimes per 100,000 of its population because the population of states and UTs vary vastly and comparing actual numbers is not a fair comparison. If we take figures for crime in UP by considering the rate, UP ranks 13th among all the states and 12th among just states. It had 20 crimes per 100,000 SC population, in 2015, whereas highest was Rajasthan with 57.3 according to the National Crime Records Bureau 2015 data, which was the latest edition available when PM Modi made the claim.
