Claim: Among the five major crimes considered, Uttar Pradesh has reached the top in all these five major crimes. In one day, 7,650 crimes take place in Uttar Pradesh. In one day, 24 mother-sisters are raped. In 24 hours, 21 incidents of attempt to rape take place on mother-sisters in Uttar Pradesh… In one day, 13 murders take place in the state, 33 kidnapping and abductions take place. In one day, 19 incidents of riots take place. In one day, 136 incidents of robbery take place in Uttar Pradesh.

Fact: Partly true, Uttar Pradesh ranks 1st in murders, 1st in kidnappings, 4th in rape, third in attempt to rape, second in theft and third in riots reported.

Explanation: Uttar Pradesh reported 7,648 crimes in a day in 2015, according to the National Crime Records Bureau (NCRB) 2015 report, which was the latest edition available when PM Modi made the claim.

Modi claimed that in a day there are 13, 33, 24, 21, 136 and 19 number of murders, kidnapping, rape, attempt to rape, theft and riots respectively in Uttar Pradesh (UP) in a day. Of these, the numbers for are rape and attempt to rape are exaggerated as they are 8 and 1 respectively. The rest of the numbers are correct.

Considering the absolute figures, UP is not number one in rape, attempt to rape, theft and riots; it is 4th, 3rd, 2nd and 3rd respectively. It is number one only in the case of murders and kidnappings.

NCRB also records the data for the number of crimes per 100,000 of its population because the population of states and UTs vary vastly and comparing actual numbers is not a fair comparison. If we take figures for crime in UP by considering the rate, then all of the claims of PM Modi are wrong. UP ranks 21st, 20th, 28th, 16th, 19th and 17th in the case of murders, kidnapping, rape, attempt to rape, theft and riots respectively.
